This rule is 40 scale feet long = 220mm. Save it then print it out and check it's printed length. If the printed length is not equal to 220mm, divide 22000 by the printed length in millimetres. This will give you the percentage scaling to print out the rule. You should be able to adjust this in your printer; for Epson printers, you need to go into the advanced settings menu. I don't know about other makes.
Please bear in mind that web resolutions are fairly coarse (not good enough to give inches on the rule) and so for accurate work calculations will be best.
